You might skimp on a half ton or full ton of armor to get that CASE or other equipment you really want, but as a general rule, players like to design mechs with 90+ percent of max allowed armor. Max Armor - Every design recommendation I've heard says to max out the armor on a mech. There's no need to provide heat sinks for EVERY weapon because the long range weapons share heat sinks with the short range weapons, which saves tonnage for more weaponry or other things. The idea here is that a mech can fire constantly and move without ever building up excess heat, yet still carry alot of firepower without heat sinks eating up all its tonnage trying to keep everything cool. Under regular combat conditions, you use either A or B depending on how far your target is, but has the other weapon set in reserve in case it needs to make an emergency alpha strike. Set B is primarily short ranged weaponry with no minimums. Set A is primarily long ranged weaponry, perhaps with minimum ranges. Each weapon set can make use of all or most of the mech's heat sink capacity. Which is to say, a mech carries one set of heat sinks for two sets of weapons.
